The government acts on the dissolution and liquidation of the MCA-Morocco Agency

The Council of Government, meeting Thursday in Rabat, adopted draft decree-law n°2.23.102 on the dissolution and liquidation of the Millennium Challenge Account-Morocco Agency (MCA-Morocco), presented by the Minister Delegate to the Minister of Economy and Finance, in charge of the Budget, Fouzi Lekjaa.

This project comes under the provisions of Law No. 24.16 establishing the MCA-Morocco Agency, promulgated by Dahir No. 1.16.142 of 21 Dou Al Qiida 1437 (August 25, 2016), in particular its article 13, which stipulates that the Agency is dissolved 120 days after the expiry date of the Millennium Challenge program, which coincides with April 1, 2023, said the Minister Delegate in charge of Relations with Parliament, government spokesperson, Mustapha Baitas , during a press briefing after the Board meeting.

“Given that the spring parliamentary session will not open until April 14, 2023, the government has decided to issue a decree-law dissolving and liquidating the Agency, respecting the date set for this at April 1. 2023”, he specified, adding that the legal personality of the Agency will be preserved during the period of liquidation.

The Minister also explained that the said decision provides for the transfer, free of charge, of projects completed or in the process of being completed as of March 31, 2023 and of movable and immovable property acquired by the Agency from the State, local authorities and institutions. public authorities, and to the rest of the program beneficiaries, under the conditions and provisions provided for in the program closing procedures.

In addition, Baitas underlined that the Government Council deliberated on draft law n°02.23 relating to civil procedure, presented by the Minister of Justice, Abdellatif Ouahbi, with a view to deepening the related debate and approve at a later meeting.
