Me Mourad Eladditioni emphasizes that “The promotion or announcement of political or religious messages, or of any political or religious action within the enclosure or in the immediate vicinity of the stadium and by any means whatsoever, is strictly prohibited before, during and after matches. according to article 60 of the FIFA Stadium Safety and Security Regulations.

Paragraph 2 of the same article provides that the organizer of the event must ensure, in cooperation with the local security authorities, that the supporters do not act in a provocative or aggressive manner in the enclosure or in the immediate vicinity. of the stadium. The following are therefore prohibited in particular: verbal provocations and racist behaviour, provocative or aggressive slogans. »

The lawyer specifies that the Algerian Football Federation risks being expelled by FIFA. The racist and offensive slogans of the Algerian supporters denigrating the Moroccans as well as the decision of the Algerian authorities to deprive the plane of the Moroccan players of authorization to land constitute discriminatory behavior sanctioned very severely by the statutes of FIFA. Indeed article 4 of the statutes of the FIFA edition 2022 state that

“Any discrimination against a country, an individual or a group of people for reasons of skin color, ethnic, geographical or social origin…, political beliefs or for any other reason is expressly prohibited, under penalty of suspension or exclusion. »

Stewards must report serious acts of misconduct, including racial slurs, to the police in order to have any troublemakers removed from the stadium.
