The government determined to succeed in the reform of the national health system

The head of government, Aziz Akhannouch, expressed, Thursday in Rabat, the government’s determination to succeed in the reform of the national health system in consecration of the pillars of the social state.

The success of this project is likely to put an end to exclusion and marginalization and to establish territorial justice in terms of equitable access to health and hospital services for all citizens, said Akhannouch who spoke at the opening of the work of the Council of Government.

He also welcomed the ongoing work undertaken by the government for the appropriate implementation of the project to generalize social protection, in full respect of the royal agenda.

As of December 1, 2022, some 4 million families previously subject to the Medical Assistance Scheme (RAMED) will automatically benefit from Compulsory Health Insurance (AMO), said the head of government.

Under this system, the State will bear the monthly membership fees of these categories to the AMO, as long as they are in need, he said, noting that they will benefit from the same services. and privileges to which they were entitled in public hospitals and will be reimbursed for a large part of the cost of medication, hospitalization or care costs in private practices, according to the rates in effect.

In execution of the High Royal Guidelines, Akhannouch continued, the government has taken care, since its appointment, to develop a harmonious vision of the reform of the health system, which is based on four pillars, namely good governance aimed at strengthening legal mechanisms. , control of the work of the players, consolidation of hospital governance and territorial planning of the healthcare offer.

Today, the government is laying the first milestones for this project, by examining four bills, he added, the first to create the High Authority for Health, responsible for the technical supervision of the AMO and the evaluation of the quality of services of public and private health establishments. It will also be responsible for formulating opinions on public policies in the field of health, continued the head of government.

The second bill creates territorial health groups in order to control the circuit of care, to control the overflow of hospitals and to reduce the time required to obtain appointments.

The government is also examining the bill relating to the creation of the National Medicines and Health Products Agency, to ensure pharmaceutical sovereignty and guarantee the availability, safety and quality of medicines and health products. The fourth bill concerns the creation of the Moroccan Blood Agency and its derivatives to guarantee a sufficient national stock.

This vision is based on the development of human resources and the reform of the training system, indicated Akhannouch, adding that the government is examining, for this purpose, a bill relating to the essential guarantees granted to human resources in the health professions, aimed at to encourage them to work in the mother country, particularly in the public sector, and to fight against medical deserts.

The upgrading of the medical offer is also a pillar of the reform of the health system, through the facilitation of access to medical services and the improvement of their quality, as well as the equitable distribution of hospital services in the territory. national.

In this context, the Ministry of Health, which has launched a project to upgrade more than 1,400 initial hospital centers, is also considering the creation of a university hospital center in each region.

The fourth pillar concerns the digitization of the health system, to control and monitor the circuit of citizen care in its various stages.

At the start of the Council’s work, Akhannouch said he was proud, on behalf of the government, of the national team which filled Moroccans with joy following its deserved victory, saluting the Moroccan public for their patriotism, mobilization and support. usual.
