SGG: About 2,000 authorizations issued to private sector professions in 2022

Within the framework of the contribution and investment in terms of mechanisms for access to the exercise of certain professions in the private sector, the management of organized professions and professional orders increased this year the number of licenses granted to approximately 2000 authorizations issued.

In the report on the achievements of the General Secretariat of the Government for the year 2022, the department of Mohamed Hajoui revealed that the total number of licenses issued this year is distributed at 170 dedicated licenses for the opening of new biological analysis laboratories , 316 authorizations granted to the private practice of architecture and 1404 licenses granted to persons wishing to practice paramedical professions such as re-education, rehabilitation and functional rehabilitation and this, following the significant development experienced by this field in Morocco in recent years, having resulted in the creation of various professions.

According to the explanations of the Secretary General of the Government, the management of organized professions and professional orders as well as the management of associations are making more efforts in terms of the rehabilitation of their information system, with the aim of dematerializing a set of procedures , to digitize all the management phases of the files submitted for study. This will allow better interaction with the beneficiaries and facilitate their orientation in order to have the same services in a short period of time. The changes are made within the framework of Law No. 55.19 requiring the simplification of procedures and administrative procedures, according to which the deadline for issuing the administrative decision has become circumscribed and restricted to fixed deadlines.

The same source stated that the government is making progress in transferring the remaining technical and administrative powers, relating to the issuance of licenses and authorizations required for the exercise of certain regulated professions, to the government sectors or professional bodies concerned, despite the stagnation of part of this transfer following the requirements of certain projects and legal texts presented in connection with the national health system.

Hajoui indicates in particular that the questioning of the distribution of these powers falls within the framework of an integrated vision targeting the transformation of the direction in question into a consultative body of reference for all matters relating to the regulated liberal professions. It will represent a kind of legal observatory for the supervision of professions and professional orders.

The General Secretariat also mentions in its report that the National Commission for Public Orders has focused on three main areas during this year’s work, namely the study of consultation requests received from administrations, institutions, public markets and local authorities, the study of complaints and requests for opinions addressed to it by private sector entrepreneurs and to which it was able to provide 85 opinion this year bringing it to a total of 400 opinions since its creation, the completion of the “Self-assessment project of the public order system”, based on the methodology for evaluating trading systems as well as the standardization of construction projects of educational and health institutions, aimed by this project to rationalize recurring costs, especially when it comes to these two important sectors.
