Ministry received 197 international arrest warrants in one year

The Minister of Justice, Abdellatif Ouahbi, unveiled the assessment of the mechanisms of international judicial cooperation carried out by his department in criminal matters since the beginning of his mandate.

In the report of the Committee on Justice, Legislation and Human Rights of the House of Representatives on the sub-budgetary projects made public this Friday, the minister revealed that Morocco has received 197 mandates of international judgments issued by third countries within a year against 21 ordinances issued by the kingdom.

During the period from October 21, 2021 to September 12, 2022, the Ministry of Justice continued to strengthen bilateral judicial cooperation in criminal matters with several countries, whether by initiating proposals for draft agreements or by conducting consultations.

Within the same framework, the ministry in question submitted a total of 11 draft agreements including draft conventions on mutual legal assistance in criminal matters, draft conventions in terms of extradition and draft agreement for the transfer of convicts with five countries including Colombia, Israel, the Dominican Republic, Kazakhstan and Pakistan.

The Ministry of Justice received, during the aforementioned period, a number of requests for cooperation in the criminal field relating to different branches, in particular judicial representations, requests for the extradition of criminals, the notification of judicial and non-judicial folds , formal complaints, prisoner transfer requests, supervised deportations and international arrest warrants.

Abdellatif Ouahbi thus seized the opportunity to present the results of international judicial cooperation mechanisms for the period concerned, which can be summed up in 270 representations or legal proceedings received against 30 issued by the Moroccan authorities, 66 requests for the extradition of criminals sent by foreign countries.

The Moroccan judicial authorities transmitted for their part 74 requests, in addition to the balance sheet the 43 official complaints received in front of 2 complaints sent.

As for the number of requests for the expulsion of foreign prisoners to their country of origin, the sum amounts to 40 requests against 15 requests for the expulsion of Moroccan prisoners detained abroad to Morocco.

The same source reveals that 9 complaints from foreigners residing in Morocco have been filed during this period in addition to 40 legal pleas while the Kingdom sent a total of 428 legal pleas. The number of criminal record requests linked to card n°3 completed since October 2021, until November 1, reached 19,568 requests issued in person and 31,391 remotely.

The Minister of Justice also indicated that his department held several meetings aimed at bilateral negotiations during the same period in order to follow up on consultations on the draft agreements. This concerns in particular the negotiations between the Kingdom and Iraq on the draft agreement on legal and judicial issues and cooperation in criminal matters, whose talks meeting was held in Rabat on the 23rd and 24th of the month. from last March.

The report mentions that the work of this round resulted in the two parties reaching an agreed formula on most of its requirements.

Ouahbi also mentions in the document that Morocco and Saudi Arabia began negotiations on July 20, 21 and 22 on three draft agreements concerning mutual legal assistance in criminal matters, the extradition of criminals and the transfer convicts.
