80% of doctorate holders do not trust the selection mechanisms for assistant professors in universities

A recent opinion poll revealed that a very high percentage of PhD holders in Morocco do not trust the mechanisms adopted by the supervisory authorities to select assistant professors in Moroccan universities. The details.

Moroccan governments allocate a budget each year for the appointment of qualified researchers among doctors to carry out scientific teaching and supervision tasks in various national universities, institutes and schools affiliated with certain ministries.

The problem of access to university teaching posts on the basis of criteria of competence, merit and rights was a point of discussion between the players in the sector on the one hand and university graduates with doctorates on the other.

At the same time, the Minister in charge of the higher education sector in Morocco has defined, via a circular, a set of criteria that the candidate must meet in order to be selected to take the oral interviews.

In this respect, the Institute of Social and Media Studies conducted an opinion survey among research doctors and professors, in order to measure the degree of confidence of the latter in the approved selection mechanisms, their perception of the standard of equality of opportunity, the degree of hope they have to obtain a post of university professor or even the means for them to obtain a post of professor.

Thus, the survey in which 360 doctors participated, 20% of whom were women, showed that a very high percentage of doctoral holders in Morocco do not trust the mechanisms adopted by the Ministry of Higher Education to select assistant professors in Moroccan universities.

According to the survey results, 80% of PhD holders do not trust the selection mechanisms for assistant professors in universities, 15% said they do “ somewhat confident”while the percentage of those who expressed complete confidence did not exceed 5%.

On the question of the criteria specified in the circular of the Ministry of Higher Education and their respect in the selection of candidates for this year, 73.3% of respondents declared that they were not respected, 20% indicated that they did not namely, 1.7% feel they are ” somewhat» respected, while 5% say they are not.

Regarding the extent to which the principle of scientific balance is respected through publications and scientific articles published in specialized journals, 76.7% of doctors who participated in the survey declared that this principle was not respected, 16.7 % expressed their lack of knowledge of the issue, 1.7% said that this criterion is respected in some cases while around 5% said that the principle mentioned has been respected.

Similarly, 76.7% of respondents felt that compliance with the principle of availability of international experience or membership of international research groups or laboratories was not achieved, 18.3% said they did not know, while 5% think that the mentioned principle has been respected.

In addition, 93.3% of the doctors questioned expressed their wish, for the sake of transparency, that the list of candidates be accompanied by the publication of detailed information concerning them, in particular their publications, scientific articles, books, teaching activities, and research and scientific activities, while 6.7% rejected this idea, saying it ” would create a lot of controversy.

In response to the question “Is recruiting controlled by unethical practices?” “, 80% of the people surveyed answered “ yes “, 6.7% answered “ Nope “, while 13.3% think that it is done” a little “.

The ” relations of common or mutual interest topped the list of unethical practices that respondents said fall within the employment of Moroccan university professors, followed by political affiliation relationships “, then “ money relationships “, then “ family relationships and finally close marriages and family relationships.

Ultimately, 85% of respondents expressed their preference for centralized national recruitment, while 15% of them expressed their rejection of this proposal.
