The situation of the charges and resources of local authorities shows an overall surplus of 7.2 billion dirhams (MMDH) at the end of September 2022, against a surplus of 6.5 billion dirhams a year earlier, according to the General Treasury of the Kingdom (TGR).

This surplus, which takes into account a positive balance of more than 1.76 billion dirhams generated by the special accounts and the annexed budgets, is intended to cover the expenses incurred and to be paid during the remaining months of the year 2022, indicates the TGR in its monthly local finance statistics bulletin (BMSFL) for September.

In detail, the ordinary revenue of local authorities stood at 31.2 billion dirhams, up 0.2% compared to the end of September 2021, due to the 8.4% increase in revenue managed by local authorities. , combined with a 0.8% drop in transferred revenue and a 3.9% drop in state-managed revenue, the same source said.

The TGR also points out that the distribution of revenue from the main budgets of local authorities by region shows a strong concentration at the level of six regions with 74% of this revenue.

Revenues from the Casablanca-Settat region (6,866 MDH) represent 22% of the overall revenue of local authorities, while the Rabat-Salé-Kénitra region comes second with 13.4% of revenue. Revenues from the Dakhla-Oued Ed Dahab region represent 1.7%.

The bulletin also shows that the overall expenditure incurred by local authorities (ordinary expenditure, investment expenditure and repayment of the principal of the debt) amounted to 27.7 billion dirhams, up 2.4% from compared to their level at the end of September 2021. They are made up of 65.6% of ordinary expenses.

The distribution of local authority expenditure by region shows a high concentration at the level of six regions with 72.1% of this expenditure.

The expenses of the Casablanca-Settat region (5,076 MDH) represent 19.7% of the overall expenses of local authorities, and the expenses of the Guelmim-Oued Noun region represent 1.7%.

At the end of September 2022, the overall surpluses generated by the budgets of local authorities were 48.6 billion dirhams. They include the surpluses of previous years and that of the year 2022 (7.2 billion dirhams), indicates the TGR, specifying that these surpluses are intended to cover the expenses programmed and committed or programmed, for previous years and not paid as well only expenses incurred in 2022 and not paid.
