28,212 budget items created, health, interior and defense take the lion's share

The Ministry of Economy and Finance has unveiled the presentation note for the 2023 Finance Bill. We are providing you with some details for the 2023 budget year.

The PLF 2023 provided for expenditure of 599.5 billion dirhams, against 520.2 billion dirhams in 2022, i.e. an increase of 15.25%. The 599.5 billion dirhams are distributed on the general budget (excluding amortization of medium and long-term public debt) up to 407.4 billion dirhams, on the State services managed independently (SEGMA) up to 2 .2 billion dirhams, on special treasury accounts (CST) up to 111.6 billion dirhams and finally for the amortization of medium and long-term public debt for 78.2 billion dirhams.

It is also planned to create 28,212 budget posts under the general budget for the year 2023, including 27,662 posts for the benefit of ministries and public institutions.

The three ministries that share the lion’s share are that of the Interior (7,544 budget posts), the administration of national defense (7,000 posts) and that of Health and Social Protection (5,500 posts).

In addition, 2,349 budget posts will be created for the benefit of the Ministry of Higher Education, Scientific Research and Innovation, 1,200 posts for the Ministry of Economy and Finance, 1,000 for the General Delegation for Administration penitentiary and rehabilitation, 505 at the Ministry of Justice, 400 at the Ministry of Habous and Islamic Affairs as well as 374 at the Ministry of National Education, Preschool and Sports.

In addition, 250 budget items will be created for the benefit of the Ministry of Equipment and Water, 210 for the benefit of the Ministry of Agriculture, 200 for the benefit of the Royal Court, 125 for the benefit of the Ministry of Foreign Affairs, 110 for the benefit of the Ministry of Youth, 100 for the benefit of the Ministry of National Territorial Development, 90 for the benefit of the Head of Government, 80 for the benefit of the Ministry of Transport and Logistics, 50 for the benefit of the Ministry of Tourism, 40 at the Ministry of Energy Transition or even 40 at the Ministry of Industry and Trade.

The PLF 2023 presentation note specifies that the head of government is empowered to distribute 550 budget items between the various ministerial departments or institutions, 200 of which are reserved for people with disabilities.

In addition to the budget items created by virtue of the table mentioned in paragraph 1 of article 23 of the first part (Provisions relating to public revenue), as of January 1, 2023, 4,300 budget items are created for the benefit of the High Council of the judicial power reserved exclusively for magistrates who occupy budgetary posts at the level of the Ministry of Justice as well as magistrates on secondment.

As of the same date, the budgetary posts occupied by the interested parties within the Ministry of Justice are abolished, with the exception of the budgetary posts occupied by the magistrates in a position of secondment at the level of the said ministry.

In addition to the budget posts created by virtue of the table mentioned in paragraph 1 of this article, 150 budget posts are created for the benefit of the Superior Council of the Judiciary with a view to regularizing the administrative situation of the legal attachés , who have successfully passed the end-of-training examination and appointed magistrates to the body of the judiciary. The expenses resulting from the said regularization are charged to the budget of the Superior Council of the Judiciary.

As of the date of the said regularization, the budgetary positions occupied by the interested parties within the Ministry of Justice will be abolished, specifies the note.

Similarly, and as of January 1, 2023, the budgetary positions under the Ministry of Agriculture, Maritime Fisheries, Rural Development and Water and Forests, occupied by permanent and trainee staff as well as contractual staff, are abolished, in function in the central and decentralized services under the Water and Forests Administration, concomitantly with their automatic secondment, from the same date, to the National Water and Forests Agency.
