House of Councillors: Call for the creation of a national strategic stock management mechanism

The temporary thematic working group on food security in the House of Councilors has called for the creation of a which will be responsible for the integral management of the strategic stock and for a better alignment of national indicators with the Sustainable Development Goals (SDGs) .

In its recommendations included in its final report presented Monday during a discussion session in the House of Councillors, the working group stressed the need to put in place a legislative and regulatory framework governing the management system, storage conditions , the sources of financing and other measures necessary for the establishment of an integrated system for managing and securing the strategic stock of basic products.

With regard to storage, the report recommends an effective control system relating to the supply of food stock and the methods of its management, as well as the adoption of an early and anticipatory warning mechanism against the risks which threaten industry chains and supply.

Speaking on this occasion, the president of the thematic group on food security in the House of Councillors, El Mehdi Atmoun, affirmed that the report is the fruit of three months of continuous work with all national and international actors.

This is the result, he continued, of the result of a series of listening sessions organized with the departments and establishments concerned and multiple field visits in order to know closely the real situation of the national security system. food, in addition to the visit to Italy to exchange best practices in this field.

The working group also encouraged the preservation of national achievements in terms of development, in particular the major programs and projects launched by the Kingdom since independence, calling for the creation of an independent national institution for sovereignty and food security, which would be responsible in particular for coordinating national strategies in the field, for monitoring and anticipatory observation of any crises that may threaten food systems and for identifying and proposing methods of intervention.

He also stressed the need to strengthen financing and financial support mechanisms, as well as the system of financial inclusion in rural areas, in order to strengthen self-entrepreneurship and contribute to the construction of a new generation of the middle class in the rural world.

The report also considers it necessary to speed up the implementation of the Unified Social Register (RSU), in order to facilitate the process of reforming the compensation system, so as to strengthen the targeting mechanisms and ensure a fair and equitable framework for work of the Compensation Fund.

The document also calls for the development of quality labels for food products, to include origin, designation and carbon footprint, and for continuing to improve marketing channels for local agricultural products.

With regard to food safety, the working group called for the adoption of a strict and transparent control system for strategic wheat stocks, while recommending the development of an effective control system for points of sale. and restaurants and the strengthening of tools and mechanisms for the rational use of antimicrobials in veterinary medicine. The said working group has developed a dashboard that contains all the national indicators related to food security, which has made it possible to present an insightful analysis of all these indicators, in particular with regard to food availability, the quality of nutrition and equity of distribution, and to formulate a prospective methodology of the state of food security in the years to come and the basic needs that must be met for the emergence of a sustainable national system of food sovereignty, explained Mr. Atmoun in his speech.

The group recommends the creation of a technical mechanism for monitoring the implementation of the report’s recommendations, under the supervision of the speaker of the House of Councillors, he said. This mechanism will be composed of representatives of the Chamber, relevant government departments and related public and private institutions and a group of experts and researchers, with the possibility of consultative cooperation with relevant United Nations institutions, he said.
