The situation of the charges and resources of local authorities shows an overall surplus of 6 billion dirhams (MMDH) at the end of June 2022, against an overall surplus of 5.2 billion dirhams recorded a year earlier, according to the General Treasury of the Kingdom (TGR).

This surplus, which takes into account a positive balance of 856 million dirhams (MDH) generated by the special accounts and the annexed budgets, is intended to cover the expenses incurred and to be paid during the remaining months of the year 2022. , explains the TGR in its monthly bulletin of statistics of local finances (BMSFL) of June.

At retail, the ordinary revenue of local authorities amounted to 20.9 billion dirhams, up 4.5% compared to the end of June 2021, due to the 7.7% increase in transferred revenue and 2.9% revenue managed by the State, combined with the 2.4% drop in revenue managed by local authorities, specifies the same source.

The distribution of revenue from the main budgets of local authorities by region shows a high concentration at the level of six regions with 75.4% of this revenue. Revenues from the Casablanca-Settat region (more than 5 billion dirhams) represent 24% of the overall revenue of local authorities, while those of Rabat-Salé-Kénitra (2.8 billion dirhams) constitute 13.3% of overall revenue. Revenues from the Dakhla-Oued Ed Dahab region represent 1.3%.

The bulletin also shows that the overall expenditure incurred by local authorities (ordinary expenditure, investment expenditure and repayment of the principal of the debt) amounted to 17.2 billion dirhams, up 4.1% from compared to their level at the end of June 2021, noting that these expenses are made up of 66.4% of ordinary expenses.

The latter reached nearly 11.4 billion dirhams, an increase of 7.8% due to the increase of 2.2% in personnel expenses and 19.6% in expenses for other goods and services, combined with the 9.2% drop in debt interest charges.

The breakdown of local government expenditure by region shows a strong concentration at the level of six regions with 69.4% of this expenditure. The expenses of the Casablanca-Settat region (2.65 billion dirhams) represent 16.9% of the overall expenses of local authorities, while the expenses of the Dakhla-Oued Ed Dahab region represent 1.7% of the overall expenses.

The overall surpluses generated by the budgets of local authorities were 47.1 billion dirhams. They include the surpluses of previous years and that of the year 2022 (6 billion dirhams), points out the TGR, specifying that these surpluses are intended to cover the expenses programmed and committed or programmed, for previous years and not paid as well as expenses incurred in 2022 and not paid.

The municipalities account for 57% of the overall surpluses of local authorities.
