The CNDH presents a draft opinion on alternative sentences in the draft criminal code

The National Human Rights Council (CNDH) presented, on Saturday in Rabat, during the 8th session of its ordinary general assembly, a draft opinion on alternative sentences in the draft criminal code, in response to a request from the Department of Justice.

The agenda of this meeting, chaired by the president of the council, Amina Bouayach, in the presence of the secretary general and the presidents of the regional human rights commissions, also includes the follow-up of the annual action plan of the permanent commissions. and national mechanisms, in addition to the review of the 2023 budget and the closure of the 2021 budget.

Speaking on this occasion, Amina Bouayach indicated that in addition to the presentation of this draft opinion on alternative penalties in the draft penal code being drawn up by the Ministry of Justice, the council working on the preparation of a draft opinion on the draft law on child protection centers and the convention on the rights of the child.

On this occasion, the president of the CNDH welcomed the implementation of the recommendations emanating from the council and its national mechanisms, through the adoption by the government of the decree relating to the definition of the diets of persons in custody. view, as well as the organization of meal service.

She noted that the start of the CNDH’s second term was marked by remarkable qualitative progress in terms of the council’s influence on its institutional and social environment, thanks to a set of initiatives and projects such as of its memorandum on the development model, the proposals and recommendations addressed to the head of government, the thematic reports on the right to health and the preventive interventions of the various bodies of the council at the national and regional levels.

With regard to the legislative power, Bouayach affirmed that the council’s reports have created a positive dynamic of debate around human rights issues within the hemicycle, recording in this context the responsiveness of the House of Councilors. with the report on the right to health and the determination of the two chambers to strengthen cooperation with the CNDH.

In this regard, she called on the presidents of the regional commissions to draw up their agendas to launch a dialogue with all the partners with a view to advocating for the adoption of the council’s recommendations.

On the other hand, the chairperson of the council dwelt on the remarkable participation of the CNDH in the 27th edition of the International Publishing and Book Fair (SIEL 2022), noting that the council continues to mark a strong presence at the international level, with the election of its president to head the secretariat of the world alliance of national human rights institutions.

Reviewing the national and international context, marked by the repercussions of the health crisis linked to the epidemic and the Russian-Ukrainian conflict, in addition to the impact of the scarcity of rainfall and rising prices, the President of the CNDH pointed out that all these elements and its effects on human rights and social peace require the strengthening of mobilization and vigilance for the protection of human rights.

The President of the National Human Rights Council inaugurated, on the sidelines of this meeting, a children’s listening room in the name of the child “Rayan”, who died last February after accidentally falling into a well.
