Launch of the platform for monitoring the implementation of recommendations issued by the Court of Auditors

The platform for monitoring the implementation of the recommendations issued by the Court of Auditors was launched on Wednesday in Rabat, with the aim of facilitating communication and the exchange of information on this subject with the department of the Head of Government and the various ministerial departments and organizations concerned.

The platform will indeed allow the dematerialization of exchanges between the Court and the other stakeholders, the elimination of the deadlines previously necessary for sending correspondence and receiving responses, flexibility in use with the possibility of modifying deadlines, the automatic generation of reporting by the platform and the constant information on the rate of implementation of recommendations, as well as the automatic identification of recommendations requiring follow-up the following year.

The follow-up of the recommendations will thus be done by means of an on-site control mission within 3 to 5 years after the conclusion of a mission, and by correspondence and documentary examination for all the recommendations issued. Regarding its structure, the platform comprises four parts, the first being reserved for the Court for the integration of data relating to sectors, bodies, missions and recommendations, while the second is intended for the monitoring officer appointed by the department concerned to he can serve the data frameworks and produce the supporting documents.

The third part is reserved for the financial jurisdictions via the chamber or the regional court of accounts concerned for the assessment of the response of the person in charge of monitoring and the establishment of its final assessment on the rate of implementation of the recommendation, whereas the fourth is dedicated to reporting on the implementation of the recommendations.

Access to the platform will be granted to the various stakeholders, namely the Head of Government (full access), the minister of the department concerned (access to the sections concerning him) and the head of the organization (access to the related missions).

In a word on this occasion, the First President of the Court of Auditors, Zineb El Adaoui, affirmed that the Court, within the framework of the exercise of its non-judicial prerogatives, does not content itself with establishing breaches or signal the imbalances identified, but mainly seeks to issue means of reform through recommendations, emphasizing that these are the most important deliverables of the control operations as they aim to provide practical proposals in order to improve management methods and increase its effectiveness and efficiency.

The Court of Auditors is, on the one hand, keen to produce high quality, topical and value-added reports, and, on the other hand, strives to adopt mechanisms to measure the impact of the results of its control missions, she noted, adding that the monitoring of the implementation of the recommendations issued is one of the main mechanisms adopted to measure the impact of the work of this constitutional institution on public bodies, their performance and their effectiveness in terms of carrying out public projects and programs and the use of public subsidies for the purposes assigned to them, and hence the impact on users, citizens and investors.

She noted that the issuance of recommendations by the Court on the means of improvement, reform and risk management is not an end in itself, but rather a means of achieving the main objective which consists in applying these recommendations in the field, noting that their implementation is an indicator of the effectiveness of any control mission, as well as the degree of involvement of ministerial departments and public establishments in the continuous improvement of their performance mechanisms, methods work and services, and the development of public services.

In this regard, Ms. El Adaoui explained that the follow-up of recommendations is an important step in the monitoring process, considering that it makes it possible to determine the level of interaction of the bodies concerned by the monitoring with the results and conclusions of the reports. intended for them, to correct shortcomings, remedy risks and improve performance.

The Court of Auditors has taken a set of measures aimed at establishing a new approach in the follow-up of recommendations in order to make this process more effective and efficient, noting that it is an approach based on three pillars, namely, the creation of a digital platform made available to the bodies subject to the Court’s supervision in order to ensure effective follow-up of the recommendations issued by the financial jurisdictions, and to facilitate the notification of data and information.

This approach, she continued, also relies on government departments designating an interlocutor to facilitate exchange and coordination on the work of the Court, including the regular availability of information and indicators concerning the outcome of the recommendations, the state of progress of their implementation, the reasons for the delay and the constraints linked to their application.

It is also based on close coordination with the unit responsible for monitoring the recommendations created last April at the Department of the Head of Government, she added, explaining that this project converges with two other strategic orientations of the financial jurisdictions, namely the development and improvement of their operating methods and their digital transformation. The adoption of this digital platform is part of the implementation of the strategic orientations of the financial jurisdictions for the period 2022-2026, in particular the component related to the improvement of the quality of the recommendations and the monitoring of their execution. . It is also consistent with the good practices adopted in this area by supreme audit institutions.
