a transparent and efficient process

The Minister of National Education, Preschool and Sports, Chakib Benmoussa, said on Tuesday in Rabat that his department is seeking to hold national consultations for the improvement of public schools, a transparent and effective approach in the collective construction and continuous reform.

In response to a central oral question in the House of Councilors on “the new consultations for the reform of the Moroccan school”Chakib Benmoussa underlined that for the reform of public schools to become an issue of Moroccan society with all its components, the ministry must ensure the involvement of all actors in the development and implementation of the 2022-2026 roadmap which is at the heart of these national consultations.

He added that these consultations come to operationalize the participatory democratic methodology stipulated in the Constitution of the Kingdom, as a basis for the development and implementation of public policies, which was also underlined by the recommendations of the New Development Model concerning the need to involve citizens in the formulation and execution of public policies in order to then be able to evaluate them.

The Minister noted that these national consultations do not focus on the assessment of the state of the education system, the latter being known in all its details through the various assessment studies carried out, and through the various mechanisms of listening and communicative meetings with citizens, including those that took place within the framework of the development of the New Development Model, noting that the conclusions drawn from the various evaluation operations were invested in the development of the road around which these consultations are held.

He recalled the most important objectives that his department seeks to achieve through these consultations, namely in particular to stimulate an open institutional debate with the various actors and stakeholders, on the priorities for reform over the next five years, to carry out a reflection to enrich the roadmap by consolidating it with proposals emerging from the field and from the main actors and stakeholders, and to ensure that everyone takes ownership of the content of the project, as well as to motivate the main actors and partners at all levels of the system to actively engage and commit, each according to their responsibilities, to materialize the roadmap.

Chakib Benmoussa indicated that the ministry chose to launch these consultations from the schools, embodying the centrality of the school in the reform, by involving the first beneficiaries of the school’s services, namely the pupils, their mothers, fathers and guardians, as well as the main actors, including teachers and various components of the educational body.

These consultations depend, according to the minister, on the proximity policy through its territorial scale and the adoption of school areas to interact more with the specificities and the local educational reality, and multiple channels of involvement at national and local levels, which are manifested by the organization of creative imagination workshops, focus groups, territorial meetings, the organization by partners of workshops, scientific symposiums and round tables, in addition to thematic forums open to all activities of civil society and to all citizens on the electronic platform dedicated to consultations.

The Minister added that about 6,200 discussion groups will be organized at the level of all the regions of the Kingdom and 80 meetings at the provincial level, allowing the participation of more than 15,000 people through the workshops that will be held, in addition to organizing territorial meetings welcoming all the partners and actors taking into account the intersection of the problems of the system with the territorial constraints.

He said that the ministry has adopted the experimental methodology in the organization of these consultations which will continue until the end of June 2022, the pilot phase being launched in the Marrakech-Safi region, before being generalized on the all regions of the Kingdom.
